How CEOs Can Prepare a Strong SINOSURE Credit-Limit Request

Obtaining a SINOSURE trade credit limit for deferred payments to Chinese suppliers helps importers free up cash flow and scale their business. For CEOs and business leaders, securing the right credit limit is therefore an important part of working capital management and procurement planning.

For many importers, a consultancy like Axton Global is indispensable: its expertise can improve the chances of obtaining the desired credit limit. Below, we explain the elements of a strong SINOSURE application.

Key factors in a credit-limit assessment

SINOSURE assesses the risk of insuring deferred payments owed by importers outside China to Chinese exporters. It also considers whether trade credit insurance matches the needs of importer and exporter. To that end, SINOSURE will:

  • Verify an importer’s ownership;
  • Ascertain the importer’s financial situation;
  • Get a clear idea of the importer’s track record when it comes to paying suppliers, and
  • Assess the importer’s transactions with suppliers.

Understanding these criteria helps CEOs prepare their finance and procurement teams for assessment.

Preparing clear and consistent business data

For importers seeking a SINOSURE trade credit limit, transparency is key. To support a favorable assessment, the importer must provide:

  • Information on corporate identity: certificate of incorporation/business license, articles of association, tax registration number;
  • Financial information: audited financial statements from the most recent fiscal years;
  • Operational data: the importer will fill out a credit investigation questionnaire, provide evidence of their trading history, and provide proposed purchase agreements with Chinese suppliers.

“For many firms, preparing and presenting this data can pose organizational problems,” says Igor Sokolov, Managing Director at Axton Global. “If any information is missing or out-of-date, or if SINOSURE’s questions aren’t answered in a timely manner, it can slow down the application process and possibly result in a lower-than-desired trade credit limit. In some cases, it can mean an outright rejection.”

For CEOs, assigning clear responsibility for document preparation and communication can help keep the process on track.

How to justify the requested limit

An importer must show that its trade with China supports the requested limit. For example, SINOSURE will not approve a $2 million limit if an importer plans only $500,000 in trade with Chinese suppliers.

To show that the requested limit is in line with the business, an importer can provide invoices and/or signed purchase contracts with suppliers in China, as well as evidence of previous business with Chinese suppliers (bills of lading, purchase orders, etc.).

Matching the limit to procurement requirements

A SINOSURE trade credit limit is revolving: once a purchase is paid, that part of the limit is freed up and can be reused.

The right limit therefore depends on the value of unpaid goods at any one time, not total annual purchases from Chinese suppliers. For example, an importer buying $2 million of goods annually, with about $500,000 unpaid at any moment, should request a limit closer to $500,000 than $2 million.

For CEOs, this helps align supplier credit with procurement plans and cash flow requirements.

How professional preparation supports the assessment

Consultants like Axton Global help importers prepare complete documents and request a SINOSURE credit limit matching their trade volume with China.

The Chinese supplier files the application as the policyholder. A consultancy keeps buyer and seller aligned and helps the supplier provide required information to SINOSURE on time.

SINOSURE is a large state-owned organization with complex procedures, so applications can be delayed or rejected for administrative reasons, such as communication gaps or inconsistent documents, rather than credit concerns. An experienced consultant knows these obstacles and helps prevent them.

What to do if the initial amount requires adjustment

If the SINOSURE-approved limit is insufficient for the importer’s planned business volume, several options are available:

  • Reapplying if the importer can provide better, more up-to-date information on their trade activity and track record.
  • Restructuring payment and shipping: shortening the deferred payment window (for instance, from 90 to 60 days), staggering purchases over a longer period, or switching to a hybrid payment model.
  • Using alternative financing: a letter of credit from the importer’s bank can sometimes be enough to obtain deferred payment terms from the supplier for all or part of an order.

For CEOs and senior management, choosing between these options is ultimately a matter of balancing procurement needs, financing arrangements, and business growth plans.
